Dear ELMO quick-charging service client

In June of this year we notified you about the fact that SA KredEx would no longer be offering its quick-charging service for cars, since the SA KredEx implemented quick-charging service programme for electric cars would be ending at the start of September, and in connection with that SA KredEx would be terminating the contract concluded with you as of 1 September 2018. In addition, we noted in the contract termination notice that in the event that there is no change in the service provider as a result of the quick-charging infrastructure auction, then we would notify you of that separately by 1 September 2018.

We are now aware that as a result of the quick-charging infrastructure auction there will be no change in the service provider starting on 1 September 2018, and SA KredEx will also continue to provide the quick-charging service as of 1 September 2018. In light of the foregoing, we hereby inform you that, as of 1 September 2018, the quick-charging service can also be used under the same terms and conditions that are currently valid, until the entry into force of the results of the auction, and the new owner of the quick-charging infrastructure is determined, on the principle that the agreement between you and SA KredEx continues.

We would like to direct your attention to the fact that SA KredEx will not, for the purposes of offering you further quick-charging service, delete your client data as of 1 September 2018. If you no longer wish to continue using the quick-charging service as of 1 September 2018, and would like SA KredEx to delete your client data, please send an e-mail informing us of this to the address heikki.parve@kredex.ee.

In addition to the above, we ask that if you have thus far been using quick-charging packages with a monthly fee (combined or volume packages), please notify SA KredEx if you no longer wish to use the corresponding package, at the e-mail address provided above, by 15 September 2018, at the latest. If you would like to continue using the monthly package after 1 September 2018, the settlement procedure will continue in the same manner as before.

We would like to apologise for any possible inconvenience that you may encounter as a result of the presenting of the information contained in this notice. We will do everything in our power to ensure that the provision of the quick-charging service continues without interruption until such time as a new owner has been found for the quick-charging infrastructure. Foundation KredEx will end the provision of ELMO rental service from 10 July 2017

Due to the procurement contracts ending and the initial goals being achieved, Foundation KredEx will discontinue the provision of ELMO short-term rental service from 10 July 2017.

Estonia is one of the global pioneers in using electric cars. As led by the government, electric cars have been taken into use in the provision of public services and purchase grants were provided to those interested in getting an electric car. A quick-charging network for electric cars covering Estonia was also constructed, which is among the first in the world.

As electric cars were a new and foreign concept for many and acquiring one involved fear and risk, in addition to the grants and the charging network, the state wanted to provide a short-term rental service to give the people a chance to get to know electric cars, so that they would better receive the new type of vehicle. The purpose of the short-term rental service was to give a first user experience for those people who were interested and direct them to use electric cars, making the novel vehicles commonplace and normal. ELMO Rent has been a supporting marketing measure beside the main activities of the ELMO programme, quick charging and purchase grants.

The short term rental, with 32 electric cars available, was financed from the ELMO programme. There were 12 rental centres, of which 10 were located in Tallinn and 2 in Tartu. In the course of four years, the service was used more than 35,000 times.

The rental cars travelled almost 2.5 million kilometres during 255,000 rental hours. There were more than 8,000 registered users, but only 24 active users who rented the vehicle at least once a week.

Due to the procurement contracts concluded for the provision of the service ending, and the initial goals being achieved, Foundation KredEx will discontinue the provision of ELMO short-term rental service from 10 July 2017.

The Ministry of Economic Affairs and Communications has organised a public auction for selling the service, currently the best tenderer is being sought. The results of the auction will be published on the website.
